New York day care fraud: Brooklyn, Staten Island centers defrauded over $18M

New York, NY – According to court documents, charges have been filed against four New York City day care service providers and seven city officials for fraud that gained them $18 million, as reported by WABC 7.

Over 30 day care centers in Brooklyn and Staten Island were allegedly involved.

According to reports documenting “Operation Paycare;” ringleader, Iudmila Umarov offered payouts to city workers in exchange for not reporting over-billing from the child day care centers. Day cares believed to be involved with the case include Paragon II Day Care, Learning Center Paragon, Amazing World Day Care and Banner Learning Center, all located on the Banner Avenue block in Brooklyn. Other day cares in Brooklyn are owned by Umarorov and her daughter.

She is also close with a group of predominantly Russian-speaking individuals who operate day care centers in Brooklyn and Staten Island, according to WABC 7.

Investigators estimate members of the day cares received more than $18 million from the subsidy program.
